What Is a Debt Review Clearance Certificate (Form 19)?

A Form 19 Clearance Certificate is an official statutory document issued by an NCR-registered debt counsellor under Section 71 of South Africa's National Credit Act. It certifies that a consumer has settled all restructured credit agreements (or all unsecured debts with an up-to-date mortgage bond). By law, credit bureaux must purge the debt review listing and all adverse debt records within 21 business days.
